You can get this quest after getting Scrooge McDuck to Friendship level 6. Here you can find all your subjects for the quest and explanations behind it. 

• Make a deal with Ursula so you can expose her methods: you can see on the map where Ursula is. Go talk with her.
• Gather a White & Red Hydrangea to honor your deal with Ursula: you can find one on Dazzle Beach.
• Bring Ursula a White & Red Hydrangea to honor your deal with her: you can see on the map where she is. With talking to her, you give her the flower.
• Bring Scrooge McDuck the Catfish as proof of your deal with Ursula: you can see on the map where Scrooge McDuck is. With talking to him, you show him the fish.
• Go see Ursula with Scrooge McDuck: walk with Scrooge McDuck towards Ursula.
• Listen to Scrooge McDuck as he confronts Ursula about her business methods: listen to their coversation.
• Talk to Scrooge McDuck: with talking to Scrooge McDuck, you complete this quest.
