You can get this quest after completing the quest: Friendship Is Everything (Story Quest Merlin). Here you can find all your subjects for the quest and explanations behind it. 

• Decorate the Peaceful Meadow: Place 10 pieces of Furniture: decorate the peaceful Meadow by placing 10 pieces of furniture in the Peaceful Meadow. All furniture is allowed.
• Talk to Scrooge: you can find him in his shop. With talking to him, you finish this quest.
